Whisk together the flour, baking powder, baking soda, salt, cinnamon, ginger, nutmeg and cloves.
Beat together butter, white sugar and brown sugar until fluffy. Add eggs, sour cream and vanilla.
Add dry ingredients to wet ingredients, alternating in 2-3 additions with milk. Stir in chopped apples.
Combine flour, brown sugar, cinnamon, cloves, salt and melted butter for the crumb topping.
Transfer batter to muffin pan. Top with crumbs. Bake at 425F for 5 minutes. Reduce temp to 350F and bake another 10-15 minutes.
Cool 5 minutes. Turn out directly onto wire rack and cool completely. Serve with powdered sugar.
